Repainting inside Summerville's Historic District

The downtown district, listed on the National Register in 1976, has about 700 structures, and close to 70% of them predate World War I, according to the SC Department of Archives and History. Its rules change how a house there is painted:

  • A new color needs a Certificate of Appropriateness. The Town treats paint color as a minor COA approved by staff; repainting in the existing color counts as maintenance (Historic District Design Guidelines and the Town's development ordinance, read October 9, 2026).
  • Three or four colors (body, trim and an accent) is what the guidelines ask for, with neon and fluorescent finishes ruled out and mildew-resistant paint recommended.
  • Brick that was never painted should stay unpainted, and masonry is cleaned gently: no sandblasting or wire brushes.
  • Wood siding is meant to be painted, not left bare with only a preservative.

Most of these houses were built before 1978, so scraping and sanding old paint also falls under the EPA's lead-safe rule.

Town of Summerville, or unincorporated county?

Plenty of Summerville mailing addresses sit outside the town limits, in unincorporated Dorchester, Berkeley or Charleston County. The Town's design review, tree ordinance and business license apply only inside the limits.

Outside the Historic District, a single-family home does not go through the Town's color review at all; the rules to check are your HOA's, if you have one.

Not sure which applies? The Town's code enforcement page links a list of the streets inside the limits. Tell us what you find when you ask for an estimate.

Pines, oaks, shade and mildew

Summerville started as a summer retreat in the pine woods, about 25 miles from the sea, and the Town's seal still reads "Sacra Pinus Esto," the pine is sacred. Its tree law, first passed in 1847, protects trees of every species: removing one 8 inches across or larger takes a permit, and severe pruning is prohibited (Town of Summerville).

For a painter, that means working around the trees, not cutting them back for access. It also means shade. The National Park Service's Preservation Brief 10 notes that mildew grows where moisture meets shade: under eaves, near gutters, on north walls. Those areas get cleaned and dried before primer, and a mildew-resistant paint goes on top.

Rain matters too. NOAA's 1991–2020 normals for the Summerville 4W station show about 52.7 inches a year, with June through September the wettest months and November the driest (NCEI), so long exterior jobs are planned with spare days in summer.

Summerville homeowners ask

How much does it cost to paint a 2,000 square foot house?

We do not quote by square foot online. For the same size, the price moves with inside or outside, the number of stories, prep and repairs, how many colors, and whether a Historic District or HOA approval is involved. The estimate visit is free.

How do I find painters to hire in Summerville?

Ask for an estimate that lists the prep and the number of coats, the contractor's state registration, a certificate of insurance and, inside town limits, a Town of Summerville business license. Then look at work they finished nearby.
